Police warned Air India Flight 182 in terrorist crosshairs: official

James Bartleman, a former career diplomat and now the lieutenant-governor of Ontario, says he saw intelligence just days before the Air India bombing indicating the airline was about to be attacked. Bartleman made the testimony at the Air India Inquiry in Ottawa, Thursday.

OTTAWA - The lieutenant governor of Ontario dropped a bombshell at the Air India inquiry Thursday when he testified that he saw a record of a specific threat made against the airline for the weekend of June 22-23, 1985.

Until the stunning revelation by James Bartleman, the government had always maintained that despite numerous general warnings, there was no specific threat for Air India Flight 182 for the weekend it was targeted - during which 329 people were killed.

But Bartleman, who was a senior official with the federal department of external affairs at the time, told retired Justice John Major that raw data from an intercepted call - saying a plane would be hit that weekend - was placed on his desk days before the bombing.

Bartleman said he knew there was a high-level meeting going on in his building that included the RCMP and Canadian Security Intelligence Service, so he went over to make sure they knew about the material.

He said an RCMP officer was furious when he raised the information.

“I pulled out the document and asked him if he had seen it,” Bartleman said.

“He flushed and told me of course he had seen it and don’t tell me how to do my job.”

Bartleman said he felt “really, really heartsick” when he learned the plane had gone down a few days later as he and his family loaded their station wagon to go on holidays.

He testified that he never followed up within his department or with the RCMP after the bombing because he knew the police already had the tip.

He said he did not have more to offer.
